Optimization Tools Enthusiast

I want to work for an optimization tools company or a numerical-methods tools company. It seems that these jobs are all in Europe? I'm not open to relocating to Europe, unfortunately. Does IBM still have any optimization people in the USA? I'm also interested in work with science-guided ML; I've studied this recently. In general, I love optimization from the algorithm all the way down to the hardware level. I enjoy parallelizing code, and making it fully utilize the hardware it runs one. Also, is anyone looking for job-shop scheduling expertise?
